Because Lincoln lacked his own authorities by decree of January 16, 1866, he was assigned to the Bragado Party. The Justices of the Peace of Junín claimed, considering that their relationship with Lincoln was greater, and thus passed as assigned to that district until August 20, 1872, date in which Lincoln reaches his autonomy when the first Justice of the Peace was appointed, Don Liborio Tiseyra. Eleven days later, the first Municipal Commission was assigned, made up of Messrs. Federico Walkelmi, Telemaco B. Coffin, Francisco Sosa and Francisco Novo. These authorities used the best efforts to ensure that the founding of the party's head town was carried out, and they would have the satisfaction of seeing it outlined by Telemaco González in 1874. In the last decade of the century, Lincoln had 10,116 inhabitants, more than Junín. . Given that number, Lincoln was among the parties to elect a municipality. The new constitution of the province, promulgated on October 22, 1889, established that all public power emanated from the people, so the first elective municipality of Lincoln was constituted on January 13, 1891, being integrated as follows:

Intendant: Andrés Sein President of the council: Manuel Gallardo Secretary of the council: Antonio Farelo Secretary of the quartermaster: Celestino Roques

As of January 1, 1908, Lincoln was declared a city.

tourism

The carnivals celebrated in it are famous, as well as the General San Martín Park with its wide and green landscapes. Both help to maintain the tourist flow of the city.

Lincoln Carnival is the true symbol of a tradition that began in 1928, when Professor Enrique A. Urcola incorporated artisanal methods used in the Set Design Workshop of the Colón Theater -where he worked-, modeling the figures with the superposition of shredded pieces of paper, a technique known by the Italian word 'cartapesta'. That year, Urcola made a moving float called 'Peliculeros', giving rise to what is today the main attraction of the carnival: the mechanical figures. In the following years, he performed a pair of grandparents who turned their heads and moved their eyes, while swinging in a seesaw. Later, he created the manomobile vehicle with `Trypho and Sisebuta`, characters from the Mc Manus cartoon. From there, the artisans - encouraged by Urcola - were exceeding their creativity in each of the editions of the carnival not only because of the characters chosen, but also because of the material and the production techniques. In this way, other motives arose, such as mini-trolleys and loose masks. But the floats, which are the main attraction, were joined by other tributaries that came to complete our great party: samba schools, mechanical attractions, batucadas, dance groups, sticks and queens. All these ingredients, which already have a long tradition, represent true expressions of popular creativity, which mark the identity of the Linqueño carnival.
